
Arizona Homeowners Coalition Calls for Urgent Action from Homeowners Across the State

Dennis Legere, founder of the Arizona Homeowners Coalition, has issued a strong call to action to the estimated 3.5 million Arizonans living in HOA-controlled communities, urging them to contact their state legislators immediately in support of new homeowner protection bills.
After years of what he describes as “meaningless” or “watered-down” HOA legislation, Legere announced a coordinated package of 12 new legislative proposals aimed at restoring fairness, transparency, and accountability in Arizona’s homeowner associations and condominium communities.
“The system is broken — but it can be fixed.”
In his recent statement, Legere expressed frustration that most of his comprehensive reform bills were never even heard in committee, effectively silencing debate and blocking lawmakers from voting on them.
Despite that setback, Legere says he has refined and reintroduced the proposals, which cover a wide range of homeowner rights, including:
Board Duties & Accountability — Codifying clear legal standards for how HOA boards must act, including fairness, good faith, and financial prudence.
Fiscal Responsibility — Requiring homeowner approval for major budget increases and protecting reserve funds from misuse.
Voting Rights & Election Integrity — Ensuring fair, transparent HOA elections where every homeowner’s vote counts.
Due Process & Open Meetings — Strengthening transparency, fairness, and limits on arbitrary or excessive fines.
“These proposals are not about government overreach,” Legere stated. “They’re about establishing common-sense standards that allow communities to self-govern responsibly — without abuse or overregulation.”
Legere emphasized that real change will only happen if homeowners speak up now.
He’s asking residents to write directly to their state senators and representatives, urging them to meet with him and support these reforms in the upcoming legislative session.
